RESIDENCE PERMIT PROCEDURES FOR INTERNATIONAL STUDENTS
A Cooperation Protocol on Residence Permit Applications of International Students was signed on November 15, 2023 between the Ministry of Interior, Directorate of Migration Management and the Council of Higher Education regarding the reorganization of the residence permit processes of international students studying at our universities.
The issues that higher education (associate, undergraduate, graduate, postgraduate, doctoral and TÖMER) students who apply for a student residence permit should pay attention to are listed below.
In the first application, extension and transition application of the “Student Residence Permit”, the student must apply for a residence permit through the https://e-ikamet.goc.gov.tr address on the corporate website of the Directorate of Migration Management.
After the residence permit application made through the e-residency system, together with the “Residence Permit Registration/Application Form” they will receive from the system, all of the following application-based documents must be submitted to the “International Student Office” of our University as soon as possible [10 (ten) days at the latest from the date of online application for residence permit, as the documents will be delivered to the Directorate of Migration Management] without waiting for the appointment date.
RESIDENCE PERMIT APPLICATION DOCUMENTS:
1- Residence permit registration/application form, (wet signed by the student)
2- Original and photocopy of the passport, (photocopies of the first page, visa page, entry-exit pages of the passport)
- The original will be seen and the photocopy will be certified as original. Passport photocopy must be taken from the original. Photocopies of photo printouts are not accepted.
3- Document showing the student status, (barcoded document taken from e-government is valid. Student status must be active and dated recently).
4- 4 biometric photographs, (taken within the last 6 months, without glasses and with a white background)
5- Valid health insurance (GHI or private health insurance covering the period of residence permit request). Within the scope of Law No. 5510 on Social Insurance and General Health Insurance, the applicant must have general health insurance within 3 (three) months from the date of initial registration, otherwise he/she must have private health insurance.
6- Document showing the address information;
- If he/she is staying in his/her own house, a copy of the title deed, electricity, water or natural gas bill/contract in his/her name (for extension applications, “proof of residence” is sufficient)
- For first-time applicants; If staying with a rental agreement, notarized copy of the rental agreement, photocopy of the landlord's title deed)
- For those who will apply for an extension; Certificate of settlement, if there is no certificate of settlement and if staying with a lease agreement; notarized copy of the lease agreement, photocopy of the title deed of the landlord and electricity, water or natural gas bill / contract in his name
- If you are staying in hotels, etc., a document showing that you are staying in these places
- If staying in student dormitories, a document indicating that you are staying in the dormitory, for private dormitories, the SSI employment declaration of the dormitory official
- If the student is staying with a sponsor only for the first application, the notarized commitment of the person he/she is staying with, (If the sponsor is married, the notarized commitment of his/her spouse). If the student has a foreign ID number, he/she must go to the Migration Administration to register his/her address and submit the document obtained from there.
- The address certificate from the mukhtar's office is also valid.
7- Receipt of payment of the residence permit document fee, (Students studying at TÖMER are given a short-term residence permit for the duration of the course. Students are required to pay the residence fee for the duration of the course in the student certificate they receive from TÖMER).
8- For foreigners under the age of 18; for those coming with a visa exemption or visa for a different purpose; a document containing the information of the parent/guardian (birth certificate, family certificate, etc.) and the consent letter given by the parent/guardian/legal representative, [for those coming with a visa suitable for the purpose (TÖMER visa, student visa), the consent letter and the document containing the information of the parent/guardian will not be attached].
9- UETS Information Form indicating that PTT UETS (National Electronic Notification System) has been opened for those who have previously obtained a residence permit and will apply for an extension, (It can be opened in person via e-government or at PTT branches.)
MATTERS TO BE CONSIDERED
The student must apply for residency in person. (In cases of necessity and if the person is in Turkey, it can only be done by proxy through a lawyer).
Photocopies of the requested documents should be clear, not dark, faded, etc. (Photocopies of photo printouts are not accepted.)
Missing documents must be brought to the “International Student Office” of our University within 30 (thirty) days at the latest from the date of notification.
Fingerprinting procedures will be carried out by the Directorate of Migration Management and students will be informed separately about the method to be followed.
First-time applicants (those who have not obtained a residence permit before) must go to the Provincial Directorate of Migration Management for fingerprinting within 30 days at the latest, starting 15 days after the submission of their documents to the International Student Office.
If deemed necessary, international students may be invited to the Directorate of Migration Management during the residence permit evaluation process within the scope of Article 97 of Law No. 6458.
If you are applying for a residence permit for the first time, you must apply for a residence permit within the visa or visa exemption period. Otherwise, your application will not be accepted.
- In addition, you can make an “Extension Application” through the e-residency system starting from 2 months before the end of your residence permit and in any case before the end of your residence permit period.
If you change your educational status within the same city, you must notify the Provincial Directorate of Migration Management within 20 working days following this change. (In cases where you change faculties or departments within the same city or enroll in a different university within the same city)
If you will continue your higher education in a different city, you must make an appointment with the Provincial Directorate of Migration Management in the province where your new university is located within 10 working days and submit this change to the International Student Office of your university. (You must also submit a petition to the Provincial Directorate of Migration Management of the province you are leaving).
If there is a change in your personal information (for example, if your marital status, address, passport changes or similar situations arise), you must report this change to the Provincial Directorate of Migration Management within 20 days.
The residence permit document (card) contains the expiry date of the residence permit. If you will continue to stay in our country after this period ends, you must renew your residence permit before your residence permit expires.
Students whose “Foreigner ID Number” on the Residence Permit Certificate is not included in the “Student Automation System” are required to update their foreigner ID numbers from the student affairs of the units where they are registered.
